I received the very same error. The instructions for hard resettng lumia does not work on this one. Need to find the button combination for hard resetting a troubled x3.

Please use the WDRT to recover your devices to the Anniversary update: https://support.microsoft.com/en-us/help/12379/windows-10-mobile-device-recovery-tool-faq
This should fix the problem.

I have the same issue as the original post. I was trying to set up insider builds and on the reboot I am now stuck in a loop that cycles between the HP logo and the "Bitlocker recovery" screen as in the above post. I cannot access the "thuderbolt/gear" screen so I can't get access to WDRT. Power+Volume Up gets me to HP-Bitlocker cycle. Please advise. Any help greatly appreciated.
