Your Stream display panel is a 7 inch diagonal multi-touch, LED backlight, IPS wide viewing angle display (1280x800), tempered glass, anti glare Touchscreen display assembly

Refer page 5 in the manual --
HP part number of the LED Touchscreen display assembly is 796784-001

You can search for it through online stores, HP part store for price details.

Distant to solve the problem, no availability from any of the reseller touched.

Miles away to provise a single stop shop to fix it. 

Couple of hours  to understand and finde how to fix it is bad. It's cheaper and faster to buy a brand new one! That's even worst.

Yes that is correct. Display panels, motherboard etc replacement should only be considered only if cost is at least within 1/4 to 1/3rd of total price.

To shortener the story i bought a brand new one. Is there a smart way to transfer info data and apps onto the new device?
Reinstalling ething it from scratch it takes a lot of time. Tnx

Not in a way that would be any shorter than reinstalling apps. You would need to use a backup program, back up to an external storage, and then restore it on the new tablet.
