Product: HP Stream 8
Operating System: Microsoft Windows 10 (32-bit)

How do I use my HP Stream as a phone?  It is SIM capable and has an IMEI number, so shouldn't it be able to use as a VOIP or phone?

Yes, but I believe that only supports a data plan, not voice calls as the poster appears to be asking.
