Upadated to windows 10 when it was released, had a bit of a job getting it installed, but it's been working k up until last week when i had a windows update for a newer version of windows 10 , installed it , then ever since when you turn it on it gets to the log in screen then says shutting down. I've tried holding the volume down while turning on it goes itto the repair part , but i can not restore it as says no restore dates, also tried to reinstall but it says it's locked. Wanted to try change the boot sequence but when you click that it restarts gets to login and turns off

Ya it sounds like for whatever reason, when it updated to the big Windows update that recently released, it broke something. I know a few others on the net have also had issues after that update too.
By default, Windows 10 does not turn off Restore Points so Im guessing whatever went wonky is causing you to not access them.
Access to the recovery partition on PC's is cut off after Windows 10 is installed over a previous OS. But you shouldnt need to revert back to Windows 8 anyway. Also, if that tablet came with Windows 8, not 8.1 originally and you did not create recovery media for it, you would have to contact HP directly for that specific media recovery.
But I would use the Microsoft Media Creation Tool Windows 10 and make an install drive to reinstall 10 with. Although, I dont know if you can repair the OS via the install media without reinstalling, but you can also give that a try first.
The Media Creation tool needs to be installed on another PC, then you can create the Win10 usb media to load onto any PC. IF you need further details on how to use it, just let me know.
You will need a minimum 8GB USB flash drive to create the bootable with.
I assume you have a keyboard dock with a regular USB port. Otherwise, if you have a tablet with just a Micro USB port, you'll also need an OTG adapter, 4 port hub, wired keyboard and wired mouse for the installation.

Its hard to know exactly what you are seeing without my being there too.
Can you get the boot options windows to show, not the bios but boot options without it shutting down?
IF so, you should be able to choose the usb drive from there.
IF you mean you cannot see the usb drive in the options, how are you creating the bootable drive?
Also, do you have the power cable plugged in so its not just on battery?

If it just shuts off without you being able to get to bios screen and its pluged in and getting power, There is something else wrong. You would need to contact HP Support directly for a warranty issue if its still under warranty.

Can you get anything to open open at all like the bios itself, or diagnostics or anything? Meaning... to open something and leave it open to run the battery down all the way to reset the bios.
Then charge it back up and see if the behavior persists.
Otherwise I am at a loss.

OK I think I got ya now.
You need to have your recovery windows 10 media made via the creation tool I gave the link for earlier. It needs to be made from that tool and not any 3rd party tools.
Then connect it to the USB port and it will show in the Boot Options window to choose. You dont select OS boot manager.
Does that work?
