If the tablet has not been upgraded from Windows 8.1 to Windows 10, you can select Control Panel => Recovery or hold the volume down button while powering up to enter the System Setup menu and then press F11 to recover.
If the tablet was upgraded from Windows 8.1, you can no longer restore from the recovery partition and you would need the recovery USB to boot from. If you did not create one previously, you could order one from HP.
You could also wipe the drive clean and do a fresh install of Windows 10, instructions are here.
