I bought a new HP Pavilion All-in-One 27-r0xx - and after the regular updates done by hp support assitant and windows updates , I noticed the fans are working too noisy even when the cpu is running at 5-10 % , I do not play games or use any other application that might force to run the system at full speed. the fans are generating a humming noise that can easily be noticed. ,
I recuded the max cpu processing from 100% to 50% under the advanced settings tab in the power management - no improvement.
I updated the bios to f.09 838b via hp support - no improvement
Also some notebook users menstions a tab called " fans are always on " in the bios - but my bios do not show such a tab - only a thermal tab shows up and it does not allow me change the fans rpm, instead just show the fans rpm like 1800 - 2000.
Its just driving me nuts. Is there any other solution that you can provide to fix this issue.

Please provide the product number of your PC to assist you better.

Update the BIOS on your PC and check if it helps.
You can update the drivers using HP support assistant and check if it helps.

This error indicates that a problem exists related to the heat removal system. One of two possible events is occurring:
The system fan is not spinning or not spinning properly.
The temperature inside the case is too high and the fan cannot spin fast enough to remove the heat.
This error message occurs to help prevent costly damage to the computer.
Also, Try restoring the BIOS to default and check if it helps.
Turn on your PC keep tapping the F10 key, you will boot into BIOS.
From the main or file menu select restore defaults.
Select F10 to save changes and exit.
Also, try running a system diagnostics on your PC and check if the hardware components on your laptop are functioning correctly.
Refer this article to know more information about running system diagnostics on your PC.
If the diagnostics test passes it is a problem with the operating system. Try performing a recovery from F11 (System partition) on your PC.

If the issue still persists after trying out the steps, it is a hardware issue with your laptop.

No I did not , its a brand new all in one

Updated but no progress . still the same bıos update 838B 0100 f.09
5)You can update the drivers using HP support assistant and check if it helps.
I did all the upgrades that hp support assistant offered.
the fans are spinning and when I enteredin to the bios , under the thermal tab fans rpm is shown like 1800 -2200
when the computer runs normally no browser ,video game or anything else.
So far the story is like I have written above.
I will follow your instructions as you wrote
1)restore bios
2)running a system diagnostics on your PC
3) performing a recovery
and let you know if there the problem persists or not
