Hi @Alhad-D,
Good Day. Thank you for taking an interest in the HP community. I understand that USB flash drive data transfer speed is slow. I will be really glad to assist you here.
Fabulous description and superb diagnosis of the issue before posting. Kudos to you for that. You are a valued HP customer and it is paramount to assist you. I take it as a privilege to share this platform with you.
For me to assist you with accurate information I would require more information regarding this.
- Has it worked correctly before?
- Have you tried to format the drive and then check it on multiple computers for data transfer speeds?
- For a start please try this link: from a forum expert and perform the steps mentioned in the link: https://h30434.www3.hp.com/t5/Notebook-Hardware-and-Upgrade-Questions/USB-3-0-transfer-speed-slow-pe...
- There is a third party link suggested by the forum expert. Please follow only instructions from there. Please don’t click on any ad, image, link, or download.
- If it still does not work, please backup your files and format the USB pen drive again and check if this does the trick for you.
- Then uninstall the drivers from device manager and reinstall it and check again.
- If it continues with slower data transfer speeds than prescribed of what it is capable of, then the USB drive needs to be replaced.
- HP Technical Support can be reached by clicking on the following link: http://h22207.www2.hp.com/us-en/?openCLC=true
- (1) Once the support page opens please select the country in which you're located. Next, enter your HP model number on the right.
- (2) Next, choose the 'Contact Support' tab at the top and scroll down to the bottom of the 'HP Support- Contact' page to fill out the form provided with your contact information.
- (3) Once completed click the 'Show Options' icon on the bottom right.
- (4) Lastly, scroll down to the bottom of the page and select 'Get phone number.' A case number and phone number will now populate for you.
- They will be happy to assist you immediately. If the unit is under warranty repair services is taken care of by the manufacturer’s warranty
This link gives the FAQs and data sheet manuals of the pen drive: https://support.hp.com/us-en/product/HP-Brand-License-USB-Flash-Drive-series/3261337/model/4077082
Please perform all these steps patiently as it is critical to resolving the issue. The trick is to remain patient, please. Please note that I am not overloading you with a lot of troubleshooting steps. Instead, just like you, I am eager to ensure that the problem gets resolved. So I am providing you with more resources and information at your disposal to deal with the situation better.
Hope this helps. Let me know how this goes. I genuinely hope the issue gets resolved without hassles and the unit works great.
Take care now and have a superb week ahead.

I will also suggest,
That pendrive is only USB 2 and will still only run at USB 2 speed on a USB 3 port.
Download the portable version of CrystaDiskMark onto your PC's and run the benchmark test at default.
Post an image of the results so we can better understand what speeds its actually giving.
