Just an FYI, some of the loaner tablets I've received from HP take up to 30 seconds for the Reset screen to appear.

Here are the instructions Make linked to above:

Option 2: Resetting with the HP Slate 21 Pro powered off

If the HP Slate 21 Pro does not start normally or if you do not remember the lock screen password, use the steps in this section to reset the tablet from the Android system recovery menu.

CAUTION: Performing a factory reset deletes all data saved on the HP Slate 21 Pro. The factory reset also removes all apps that you may have installed. This cannot be undone. Data stored in your Google Account can be restored. HP recommends that you back up all important files, either on the Web or with an external storage device, before resetting the HP Slate 21 Pro.

  1. With the HP Slate 21 Pro powered off, press and hold the Menu, OK, and Power buttons.
  2. When the Android system recovery <3e> screen appears, release the buttons.
  3. Use the volume down button to highlight wipe data/factory reset then press the Menu button to select the option.

NOTE: The touch screen is disabled when the tablet is in recovery mode. Use the volume up (+) and volume down (-) buttons to navigate up or down in the recovery menu. Use the Menu button to make a selection.
  4. When the Confirm wipe of all user data prompt appears, use the volume down button to highlight Yes -- delete all user data, then press the Menu button to continue.
CAUTION! If you press the Menu button to proceed, the reset is committed. It cannot be halted or undone.
  5. A recovery system screen shows the reset process progress. Wait for the reset process to complete.
  6. When the process has completed, the HP Slate 21 Pro will restart. Upon restarting, the factory reset is complete.
