Upon installing the HP Mouse suite software and trying to run the pairing wizard, I get a "No SoftAP" warning and the wizard stops. I would really like to use this mouse please help.

I understand that the wireless mouse is not working.
Have you tried this mouse on a different device?
Look at this thread. There are multiple solutions listed in the 12 pages of the thread (See page 8, 10 and 11). It includes everything from going to the Device Manager/Network Adapter and enabling "Microsoft Virtual Wifi Miniport Adapter" to running CMD prompt.
Each solution worked for some but not others. It will be a trial and error effort.
There was no One-Fix-All for this.
