when I choose to print a picture it says save to Google and cloud print, also will not let me choose the size or paper tray to use.

Hello,

 

Check and make sure the HP Print Service Plugin is installed and enabled on your HP tabet - https://play.google.com/store/apps/details?id=com.hp.android.printservice&hl=en.

 

Also, your tablet and your printer need to be connected to the same network.
