I've tried looking everywhere but nothing comes up, they all tell me how to restore my laptop to a previous point in time, but that doesn't work, since i'm trying to erase all my data except for the key components.

Follow the steps in the link below to fix this issue.
NOTE: Factory reset will erase everything on your computer (Like pictures, documents, music, videos, and contact) so make sure you take a backup before performing a factory reset.

The link you posted in your reply didn't help very much.
I couldn't find the HP Tools folder and the HP PC System Recovery program that was metioned in the video, and I also couldn't go to the recovery screen via pressing f10 after I turned on the computer, since it led to a Bios Utility screen.

The link above is the wrong set of info for an HP Mini.
Not all HP Mini's came with a recovery partition installed, so those would need the recovery media like HP Discs or in some cases an HP USB Recovery drive.
HP no longer offers the recovery media for XP products.
If yours has the recovery partition intact, at power on - rapidly tap the ESC key to bring up the Startup Menu.
From there, choose F11 for recovery.
Follow the prompts. Here is a video giving an example of the process.
NOTE: the video is like a powerpoint presentation. You have to click on areas of the images to go to the next image.
If you do not have a working recovery partition and do not have the recovery discs, you "might" be able to obtain a copy from this company (not affiliated with HP).

XP users have reported that they can still get updates, at least up to the point of when XP discontinued them for the public.
