Just out of interest if I remove both batteries what will that do?

leave them out for 5 min, would reset the bios to default.

Tearing into the case can be a daunting task and might not be possible maybe.

Here's another thought-would it make a difference if used windows 10 media creation tool instead of windows 8?

No. But also, you indicated you had Windows 8.1 so Windows 10 would not activate since it has not been on the system.

Ah right I see I'm assuming this is a 32 bit system not 64? I am cresting a 64 bit bootable to see if that will work

The HP Website for the Elitepad states it's 64 bit not 32 bit. Just creating a 64 bit bootable flash drive I suspect this may be the issue as to why the bootable flash won't run as the one I've been creating was 32 bit
