Hello PreciousPeace.
When you say it "wont turn on", I assume you mean there is nothing happening at all, no lights, no screen, no sound, correct? If not, please explain in more detail.
Assuming you have already left the charger plugged in for an hour to give it time to charge, you can try a Power Reset.
This might not resolve the issue, but try it first.
- Turn off the computer.
- Remove the computer from any port replicator or docking station.
- Disconnect all external connected peripheral devices such as USB storage devices, external displays, and printers.
- Unplug the AC adapter from the computer.
- Press and hold the Power button for 15 seconds to reset.
- Plug the AC adapter back into the laptop computer, but do not connect any of the peripheral devices.
- Press the Power button to turn on the computer.
- If a startup menu opens, use the arrow keys to select Start Windows Normally, and then press the Enter key.
- After Windows opens, reconnect each peripheral device that was disconnected, one device at a time, until all devices are reconnected.
If this does not help and you are still under warranty, you will need to contact HP Support directly for repairs.

- Choose the country you are in.
- Choose Support, then choose For home.
- Enter the full product number and follow the prompts.

Its not in shipping mode. But it does sound like something is wrong with either the AC adapter or the power board on the PC itself, even possibly the battery is faulty though it wont power on with the power cord.
Make sure the power cord is not plugged into a power strip.
I assume its not under warranty anymore. Again, you can still contact HP Support to see what repairs would cost.

I have no way of knowing the exact cause without it in my hands to test.
If you try to replace the battery yourself for example, you run the risk of that not being the problem and then you are out the money spent.
This is the battery (756416-001) required, if you do.
