I hooked up my HP w1907 LCD monitor to my Microsoft Surface running Windows 10 with a mini displayport vga cable. I get only minimal sound through the monitor even after upgrading drivers. Any other ideas?

I see from your post that you're having issues with the low sound coming from the Monitor. Don't worry I'll be glad to assist you.
After reviewing your post, I did go through the Monitor specifications - Click here the monitor does not have speakers.
Alternatively, I would suggest you can follow the steps suggested in the support document for - HP Flat Panel Monitors - Troubleshooting Sound Problems with Monitor Speakers
