I found a solution for my ATT .  you have to remove one fo the options that they tll you to enter when youare setting up your settings.  I believe it is one of the APN settings, once removed, it worked fine.  I will try to find which one it is.  but that was the key to fixing my mobile hotspot with ATT.

on 05-09-18 I used the Mivrosoft Device Repair Tool to Re-Flash My Elite X3 purchased in Jan 2017. The Hotspot Now works and automatically disables the WiFi.

Before this the Hotsot would not enable and display the message : the application from your operator timed out".
