HP Recommended

My HP all in on makes a loud.beeping sound and the screen doesn't power on. It does this over and over. I did plug a USB cord to one of the ports and the other end c cable was plugged in to a toast receipt maker. It was the plug  that provides power.to  toast monitor. How can I fix this?
