I think this is caused by (automatic) update of Android to new version, which overwrite something in the tablet, so that it do not allow the installation of ROM with older version of Android. It happened to me with HP Slate 7 HD - thanks to the official versions of the ROM from HP - one of them (downloaded and succesfully used before the automatic update of Android, worked perfectly) after updating of Android suddenly do not pass the authentication, so I tried other versions (with the Amazon app T-mob ...), which after entering the S/N on the official website HP has offered to me. One of these other versions passed the authentication and began to install, but totally devalued my tablet, so I can use neither old nor the new version. I can only watch "Dead Android" on it.
The main two problems I see:
1) The offering an update to a new version of Andriod by HP should be done with notify the user, that he after the installation definitively lose the option to restore his device from recovery mode. Or there should be offered the current (updated) version of the ROM for download, for devices that have been updated automatically to new version of Android.
2) Checking the ROM during installation. If the correct functional ROM (with only a slightly older version of Android) do not pass the authentication, why the version, which will completely destroy the tablet, do pass the authentication and allow the user to try installing it?

You can use this procedures, for your tablet ...

2) Soft Reset ... http://www.hardreset.info/devices/hp/hp-slate-10-hd/softreset/
3) Recovery Mode ... http://www.hardreset.info/devices/hp/hp-slate-10-hd/recovery-mode/
This procedures are same for HP Slate 7-HD and/or 10-HD.

1) Charge the battery to 100% of your capacity.
2) In all procedures, you needed wait more time why first delete all data in RAM memory.

I am afraid you did not read my post closely. I was writing about my experiences with Recovery mode (your third procedure), which worked fine before updating Andriod, but after updating Android the same ROM used before is rejected and new version of ROM is not available.
