Why are you changing the secure boot option?
Are you facing any issue with the computer?
Are the keyboard and touchscreen work when otherwise?
Have you performed any troubleshooting steps before posting?

Meanwhile, as you have mentioned that you are unable to use the touchscreen and the keyboard, I recommend you try using an external keyboard (USB) and check if it helps.

The keyboard and touch screen were working perfectly before changing the boot options.

I recommend you contact HP phone support to further diagnose the issue.
Here is how you can get in touch with the phone support.
Open link: www.hp.com/contacthp/
Enter Product number or select to autodetects
Scroll down to "Still need help? Complete the form to select your contact options"
Scroll down and click on HP contact options - click on Get phone number.
