I understand that you are facing issues with your HP Slate 6 tab II.
In order to isolate the issue we need to know a few information:
1. Is this Tab booting to Android?
2. Are you getting any error message?
3. Please describe the issue in detail.

Thank you for your reply, I'll be more than glad to help you.
I understand that you get the "HP OOBE stopped" when you power the HP Slate 6 tab.
I suggest that to reset the phone by following the steps listed below:
1. In order to switch the device off press the Power button for a while.
2. After that, press and hold the Volume Up + Power button at the same time for a few seconds.
3. When the device powers on, release the Power but continue to hold the Volume Up key.
4. Release Volume Up when you see the Android Recovery System.
5. Press Volume Down to choose "wipe data/factory reset", and then push the Power button to confirm.
6. Select "Yes--delete all user data". Use Volume Down button to scroll and Power key to select.
7. To restart the phone, select "reboot system now".
8. Success! The hard reset has just been performed.
