Why VTD and VTX are enabled automatically

HP Recommended
HP
Microsoft Windows 10 (64-bit)

Use BCU to set BIOS as following:

BiosConfigUtility64.exe /set:<InputFile.txt> /cpwdfile:password.bin

In the new config file, VTx and VTd are remain Disable as default:

Virtualization Technology (VTx)
    *Disable
    Enable
Virtualization Technology for Directed I/O (VTd)
    *Disable
    Enable

Check after reboot,

VTx and VTd are enabled. Why?

Virtualization Technology (VTx)
    Disable
    *Enable
Virtualization Technology for Directed I/O (VTd)
    Disable
    *Enable

Why the settings changed from "Disable" to "Enable" automatically?
