Microsoft Windows 10 (64-bit)

I bought this all in one as a refurbished Mint A unit off EBay. After turning it on I realized it was sluggish but saw that the window update was running and knew that was why. 6 hours later the update says it’s done and prompts for restart. I oblige. Well now I am back on the PC following restart and Windows update is attempting to download the exact same file again. The file is Windows 10 version 1903. I can’t find the solution to this so I’m currently 42% through resetting the PC so I can try again. I’m not optimistic that this will work. Curious if anyone has any tips?

Surely the file should be W10 1909, the November version?

When I go to windows update it’s 1903 that is presented as available. Not 1909.
