Hello, and Welcome to the HP Support Community!
Try going to Settings/Storage/<options icon, looks like 3 vertical blocks>/USB computer connection. See if MTP is checked. If not, select it.
Now reconnect the tablet to the PC. If no joy, try changing it to PTP.
If file transfer is your goal, there are many free file manager apps in the Play Store that can move files via WiFi.

I would suggest you power off both devices, then back on.
Connect the two via the USB cable, and look at your tablet - see if a window has opened offering any options. Sometimes you'll see a window asking "Do you want to charge only, or transfer files?"
Try using a different USB cable. Do not use a USB hub (if you have one), but connect directly to a USB port on the computer.
Only way to test it is to try on another PC!

Did you try using a different USB cable?
I cannot tell you if the tablet is broken from this side of your computer screen. Is the USB port loose and wobbly? Then it's probably damaged.
As mentioned before, there are other ways to transfer files.
If you want to pay to have HP inspect/repair it, that's your option.
