I'd like to use the blue characters that are on the multi-lingual keyboard. I've tried using ctrl, Shift, alt, Search key, etc. all different combos of each and all of those. Nothing works.

I figured it out. It’s a couple combos of keys and it’s for “French - Canadian French keyboard”. Since we're in Canada this makes sense. 🙂
For the keys that have 3 characters just pressing it gives you the bottom-right character, shift+key gives the one above that, and alt gr + key gives you the middle character.
The alt gr + key is the combo for the middle blue character on any keys that have just the one blue.

Welcome to the HP Support Community. I'd be happy to assist you with the keyboard issue.
To set your keyboard language, try these steps -
1.) At the bottom right, select the time.
2.) Select Settings
Advanced.
3.) Optional: To add another keyboard language, select Language Add languages. Choose your language(s) and select Add.
4.) In the "Languages and input" section, select Input method Manage input methods.
5.) Check the boxes next to the keyboard languages you'd like to use.
6.) Select Back .
7.) Select the keyboard language you want to use. You’ll see "Enabled" listed under the current keyboard.
8.) Optional: To see all your keyboard language options on your desktop, turn on Show input options in the shelf.
To switch between keyboard languages, try these steps -
If you have more than one keyboard language turned on, you’ll see the language you’re using next to your account photo.
1.) At the bottom right, select the time.
2.) Select your keyboard language .
3.) Choose the keyboard language you want to use.
Note: You can also switch your language by pressing Ctrl + Shift + Space until you see the language you want. To switch back, press Ctrl + Space.

I tried adding languages but I still can't access the blue characters on the keyboard. I attached a picture of the keyboard that's on these Chromebooks.
I know on laptops there's a "Fn" key to access keyboard characters like this but there isn't one on the Chromebook.
