- Camera is blinking red light. Need help.

Every now and then, my camera light turns on even though I'm using it. There are also two red blinking lights on both sides of it. When I try to use my camera app while this is happening, it says:
"Close other apps. It looks like another app is using the camera already. If you need it, here's the error code: 0xA00F4243<CameraReservedByAnotherApp>(0xC00D3704)"
Therefore, I cant even use my camera when this occurs. What could be going on? How do I fix this?
I tried looking online and it says to "uninstall the webcam drivers from device manager." So I looked up how to do that. It says to go to Device manager and click on "Imaging devices", which I don't see on my Device manager.
Is that the correct solution? If so, how do I do it since I don't see "Imaging Device" on Device manager? Is there another way? Please try to answer all my questions. Thanks.

I reviewed your post and I understand that you are facing issues with the webcam.
Don’t worry, I assure you I will try my best to get this sorted.
Have you set up Windows hello?
Usually, the red lights beside the webcam start blinking when there is an application/software that tries to log in using the Windows hello feature.
I recommend you disable Windows hello and check whether the webcam works fine.
