HP USB-C Essential Power Bank
Microsoft Windows 10 (64-bit)

I recently purchased a HP USB-C Essential Power Bank, and also a HP USB-C charger (HP 45W USB-C G2 Power Adapter).  When I plug the charger into the Power Bank, all four LED lights are initially on, then after a second they all flash 3 times.  Then the second LED from the left turns off, and the remaining LEDs keep flashing.  I have left the Power Bank on the charger for several hours, but it never seems to become fully charged.  I have tried plugging my notebook into the Power Bank, a HP EliteBook 840 G5, but the Power Bank does not charge the notebook.

The documentation for the HP USB-C Essential Power Bank is not very clear.   How can I tell if the Power Bank is fully charged?  Should all 4 LED lights be flashing when fully charged, or do they stay on continuously?  What does it mean if the LED second from the left turns off, but all the other LEDs are flashing?
