HP EliteDesk 800 G1

Hi , My HP EliteDesk 800 G1 has problem with the PWM control of the fans , when the cpu is at idle the fans spin at low to medium speed and if i stress test the cpu or run any application that uses the cpu at 100% and makes it hot the fans slow down that i can bearly hear them and the cpu temperature goes to 90-95C , i think this is a bios bug and i updated to the last bios (00.02.71 Rev.A) and the problem persists and i also changed the thermal paste , i tried playing with the idle speed in bios and the fans do go fast when the cpu is at idle but agin after i strees test it they slow down , it looks like the PWM duty cycle is flipped 180c .
