HP Elitedesk 800 G3 SFF

Hi,  I have an HP Elitedesk 800 G3 SFF with a I5-7500 and 2 8GB memory sticks.  The system boots find and recognizes all 16GB of RAM.  However, when I try to install a network card, (a Dell branded I350-T4) the BIOS reports a change in memory and suddenly I only have 8GB available.  If I pull the network card out, I get all 16GB back.  Also, if i put both DIMMS on the same channel (adjacent slots so they are in singe channel mode) I am able to get all 16GB with the network card installed.
