Microsoft Windows 10 (64-bit)

Ever since the May 2020 windows update my scroll wheel on my mouse will not work anymore. I have tried everything imaginable - everything I could find  a fix for on line.
1. I have tried to update the driver but it's already on the current version
2. I have uninstalled the driver and windows re-installed it.
3. I have done the clean boot.
4. I changed mouse wheel setting from 3 to 5
5. i changed HID services to start from manually to automatic.
6. I even changed power settings (why i have no clue) that someone suggested and still, nothing works. 

7. I  even bought a new mouse. and it's scroller doesnt work either
8. I even re-installed windows 10 itself thinking I had a bad system file, and still doesn't work.
9. I even tried turning off the start up programs (as suggested from the Microsoft forums)  to see if any of them was causing the problem but it does not matter. No matter if their on or off mouse scroll still does not work. Like I said I have tried everything and nothing works.

10. And I even changed usb plug in ports (or whatever their called), and that doesn't work either. I tried every usb plug in my computer has and mouse scroll still does not work.


The only other option i have not tried is buying  a new computer, thats the only thing i havent done yet. This all started after the Windows May 2020 update.
