HP Compaq dc5800 Small Form Factor

Most of the time, my pc has no signal. I'm suspecting it's really the PSU that has a problem because sometimes it boots in the POST SCREEN, reading all the RAM and HDD. After saving changes, it won't boot but led/power button is on with no display and fans are roaring like a sports car. After awhile it will suddenly turn off, then after few seconds it will turn on again. Sometimes, I'm having a chance to boot it up completely and use it. I checked all the temperature of components, it's all normal. I unchecked the "Automatically restart" on System Failure. When I clicked on Windows Start, icons and fonts are distorted. I was about to open cmd as an administrator but when I clicked "Run as an administrator", the screen got off and it flashes distorted display repeatedly like Sadako would come out from the computer. Lol. Kidding aside, I was so frustrated because I'm troubleshooting it for a week and it keeps on happening. RAM, HDD, GPU, CPU and all fans are working fine. PSU has power but idk if it's giving enough voltage to other components. Idk if it's related to OS corruption as well. Any idea guys? Symptoms persist. But I'm sure I can boot up my pc tomorrow and after using it for few minutes, I'm expecting the same problem would happen. It will just restart itself with a roaring fans(all fans). *sighs*
