HP S2031 monitor

I recently obtained a DVI output device that I am trying to use on my HP S2031 monitor.  I've used the DVI input on this monitor for various other devices like Raspberry Pi computers in the past with no issue but this newly acquired device is causing the error box:

Input signal out of range

Change settings to 1600x900 - 60Hz

The error box remains on the screen **ON TOP** of a perfectly usable video image (not a blank screen) until the OSD timeout period elapses and then the monitor goes to sleep.

If I toggle input mode and come back to the DVI input, it reads:

Current settings: H=62.8kHz  V=60Hz

Recommended settings 1600x900 - 60Hz

Why does the monitor show an input error if it is capable of properly displaying the video image?  Is there a way to bypass the error since other than the error box and subsequent sleep mode, the display is showing the proper image from the DVI device.

To be clear, there is *NO WAY* for me to change the device's output resolution, scan rate or frequency.  it is fixed in hardware.  To clarify, this  is a DVI output board for an Atari 8-bit computer and the refresh rate and frequencies are limited by the original 8-bit video image circuits in the Atari architecture, so they cannot be changed.  The DVI generates a 1600x900 image that looks great other than the error box and eventual blank screen due to sleep mode.
