The last two major releases of Windows (1607 and 1709) have replaced my video driver with an incorrect version. This incorrect driver refuses to recognize my display resolution. It forces a smaller resolution that leaves the outer quarter of the display black.
My graphics card is the ATI Radeon HD 4200. According to the AMD web site (http://support.amd.com/en-us/kb-articles/Pages/Driver-Support-for-AMD-Radeon™-HD-4000,-HD-3000,-HD-2...), the correct driver version is 8.970.100.9001. Fortunately, Windows never throws away anything. The correct driver is still included, just not selected.
To fix the problem, go to the Device Manager and double-click on the display adapter card. That opens a Properties page. Select the Driver tab, then Update Driver. Choose the correct one from the list provided. The display then goes through a couple of unsettling cycles of black with noises, but it eventually settles down to the old full-screen format with the correct resolution.
