Microsoft Windows 10 (64-bit)

My Windows Hello function with the camera has stopped working sometimes.  If I reboot the PC, it activates and logs me on.  I haven't figured out exactly what is going on, but later, when the PC shutdown the display and I wake it up, the camera doesn't turn on and it can't use the Hello function.  When I check device drivers, Hello has a Problem 0x15 and a Problem Status of 0xC00000BB.

Despite the Hello not working, I can launch Camera app and it works just fine.   Similarly, I can use the camera with Zoom and Skype.

Trying to update the driver says it is the latest.

What gives with this?

... time passes ...

I just tried to tell the desktop to "sleep" using the power icons after pressing the Windows key.  On waking up from THAT, the windows hello feature still works.  I'm guessing it has something to do with the power plan.
