Microsoft Windows 10 (64-bit)

Hello , 

I am currently having an issue with my laptop. It was running a little slow yesterday. I decided to do a full restore with a Windows 10 USB. Once I plugged it in, I was able to begin doing the restore. It stayed at 0% for a while and the screen went black. I turned it back on and now I'm stuck in an infinite loop of Error Code : 0xc0000098 . Anytime I try pressing any key, it loops me back to the blue error screen. There is an option in the very beginning to try pressing F11, but nothing happens. I am just stuck on this screen. No upgrades have been made to the software or hardware, just the recovery. I tried several F keys to get into the boot menu, but nothing. I don't even see the HP logo anymore, just a black screen straight into a blue error. Bought a new USB with a fresh windows 10 install media, still not working. Please let me know if you have any solutions. This laptop is out of warranty.
