Help Please

This came up last Tuesday while I was ordering parts from planet-cnc.com , while I was ordering parts I had to leave the web site not more than 10 min and when I re-connected this is what came up, after fussing around a bit trying to make something work I moved to the family computer to get back to the web page and the same message popped up on this computer. Being desperate I purchased a program that guarnteed to fix the 403 problem or my money back, I got my money back.Next I turned the laptop on which had been turned off for some weeks and again I get thiis 403 I was able to contact the web site by email and they told me it was not on their end, where is this problem I just removed Windows 10 and installed Windows 7 and it is still with me 403 my server tells me it is not their problem so no help. Please where can I find this 403.

I just replaced the HARD DRIVE and when I go to planet-cnc.com the same error comes up so I am thinking this is either their server is blocking me or it is my server I do not think this could be on the mother board

Someone must have an idea how I can get to wherever these files are kept
