Ok So i have been suffering from this issue since a year and a half, Problem is when playing PC games on my HP Notebook (15-ac116tx) , It runs well on amd at full 30 fps gameplay for 2-3 minutes, my CPU usage and gpu usage work properly, as they should be, But than My GPU (AMD RADEON R5 M330) stops working (0% usage) and than my cpu starts rendering the frames itself or something (it goes upto max 100%), at that point i suffer heavy stutter and fps drop, My fps is like 4-5 for some time. In 30 seconds it goes back to normal, than after a minute again this cycle starts.

 HERE IS HOW MY CPU GOES UNSTABLE-

 Some people call it thermal throttling, well even though my cpu temp is below 75 and i had applied thermal paste to my cpu and  my fan has been replaced twice, amd is still causiing issue.  
This only happens when i play at High performance AMD POWERPLAY mode in power plan settings.
So my current solution is to play at battery saving mode. I have played in this mode, but its not fun at all, games which used to run well before at 30 fps now run at 15 fps, because core speed is reduced from 1030 to 400 and memory 1000-> 600. In battery saving mode there is no cpu overheating and amd doesnt instruct cpu to go more than 50%. its awesome. 

I just want a solution so that i can fix this **bleep** problem and play my old games like gta 5 skyrim mgs like i used to have fun and play.
I am using AMD ADRENALINE DRIVER 21.3.1 as of now. My bios is latest F.29.
I am beginning to lose hope :. ( please help if anyone has knowledge of how to fix
