Hp Elitebook 2530p

I need help with an issue with this Hp Elitebook 2530p. I bought this laptop online then I turned it on and worked great until it turned off. The device was plugged in the entire time and had no issues until it won't turn on fully. I press the power button and it turns on then it turns off and I see a flashing from blue which was the initial color on the charger symbol to flashing white then turns off. This happens every time I press the power button on the device. I'm also not sure if the charger is working. I plug it on the device and nothing lights up or is it suppose to light up? I notice there is an indicator on the battery to tell you how much power is on the battery but nothing is lighting up to tell me anything on how much power the battery actually has inside it. At this point, I'm not sure if it's the battery, charger, or the laptop itself. I tried the trial of removing the battery and holding the power button for a minute but still nothing and also doing the same routine with the battery added.
