HP EliteDisplay E243 23.8-inch Monitor

So i am having a problem with blurry, jagged head-aching resolution on new monitor. I have been trying for the last 3 days to fix the issue and i just don't know what else to try except to reinstall windows which i don't plan on doing. 

I have the monitor connected to a omen laptop and using it as a primary display. 

I have tried reinstalling drivers, connecting with different HDMI cable, checking resolution, reseting to factory monitor setting, generally tweaking with all the possible options the monitor has, setting DPI to 125% helps but then everything is huge and then i don't see the point in having a big screen...

The problem is really noticable on white background and it's hard even to type this here without making my eyes hurt..
