Microsoft Windows 10 (64-bit)

I have a system with a intel Celeron N 2.16GHz that is locked at 500MHz. I've already updated to the latest BIOS version and no change. I booted the system with a LIVE distro of Linux Mint and still shows CPU running at 500MHz so this rules out a software/driver issue with Windows 10. What gives here HP? Why is this CPU being down clocked?  People pay ahrd earned money for a laptop and you seem to sell subpar electronics to them! I know this is not an isolated issue.
