Product: HP Spectre X360 15-CH0xx
Operating System: Microsoft Windows 10 (64-bit)

I have an HP spectre X360 with an I7-8705G and RX Vega M graphics in it. I am running windows 10 and my drivers are up to date. Just recently I noticed that I stopped being able to game, and after some troubleshooting found out that my CPU is throttling to 25% usage and .77 GHz all the time. My temps are normal so it's not thermal throttling, and it will allow 100% usage when I am in safe mode. I have checked the max clock settings under my power plan, it is set to 100%. I honestly have no clue what could be causing it and can't find much info online, any help would be greatly appreciated
