HP Elitebook 8560p

Dear all, after many years of glorious usage, my HP EliteBook 8560p start to have some problems. I notice that the fan is always spinning, even when the PC is not under any particular usage. I made some test and I see how the CPU temperature seems to be quite high in idle conditions (almost 60/65°) and reach easily in less than 2 minutes 85/90° under full load with the fan at max speed. I try to clean the fan, change the thermal paste and thermal paste. Reaching no particular results I try to buy a new fan and a new heatsink, but nothing seems to change. My question is: there is something that I can try to overcome this problem? Some software approach like updating bios or reinstall windows can be a possible solution? thank you in advance for your answers.
