Chrome OS

We received an HP Chromebook two christmas's ago.  We gave it to our daughter to use.  She just tell us now that the camera doesn't work and has never worked since she unpacked it from new.  I have looked at this and it doesn't work.  I have tryed everything to get this to work with no success.  Here is what happens:

 

Click the camera app, app comes up and shows a loading symbol, it never stops loading.  Once you close the app the white camera light stays on until you shut down the chromebook.  

 

After starting the chromebook back up the white camera light is not on anymore. I have tried to use other apps that use the camera like: Zoom, when I start the zoom app and start a meeting the camera indicator shows line through it and you can't turn it on.  But the white camera light comes back on.  And once again does not shut off after the app is closed.  

 

I don't know what to do about this since the chromebook is now out of warranty but I would like some kind of compensation from this.  I also own three other hp products, I would hate to see our services go somewhere else over something like this.  Please provide feedback to my email. Thank you.
