Spectre X360 13-w023dx X7V20UA#ABA
Microsoft Windows 10 (64-bit)

I am trying to reimage a 2016 Spectre X360 using Cloud Recovery. On boot to USB it fails with error code 0130 - ABG - ABA. I'm hoping for feedback from experienced techs please?

Here are some context points for my question:

1. This machine was purchased in the USA. It is now in Australia.

2. The motherboard failed and was replaced under warranty by HP service in Singapore

3. The chassis lists Product ID X7V20UA#ABA, and the cloud recovery tool autodetects this code (USA suffix)

4. This product code is valid on HP Recovery Supported Platforms check site

5. The HP CR tool downloads the image to USB successfully. Also created a USB image with manual Product ID on a different system to rule out a tool issue.

6. I can't find what error 0130 is, but searches show #ABA is USA (where purchased) and #ABG is Australia (warranty repair source).

Is it possible HP Singapore techs have mis-programmed the new motherboard and mixed country codes on last repair? If so, what issues could this cause?

Note1: The system does run, and I assume I can reimage using Windows system restore. I am trying to find out if there is another root cause issue I need to be aware of, or a fix I should apply?

Note2: A field engineer I contacted said he has a version of cloud recovery tool which uses serial number rather than product ID. Is this available to public somewhere?
