I've seen a previous question regarding disabling the touchpad on a HP 250 G7 specifically the post "Disable Synaptics Touchpad - IMPOSSIBLE!!" by @ShellyLouie and I'd have liked to have answered given I've found the answer but the post is locked.
I can only state that I know the answer works on Microsoft Windows 10 (64-bit) but I don't know for certain it does for (32-bit) like asked in the aforementioned post, however I would imagine it works exactly the same.
It seems very odd that the driver can't be disabled but the button to do so is itself disabled and there are no particular settings in the driver that are any use. There seems to be nothing in the usual places like Control Panel, Windows Settings or elsewhere that other devices tend to have settings, however if the driver installs with default settings or is preinstalled with the laptop then it actually installs an application that controls everything about the device.
The application is totally safe to use, it is actually versioned with the exact same version as the driver, it is essentially the driver, the name of the application is "Synaptics TouchPad" and it can be found by navigating the Start Menu. If you're used to using your keyboard to type the Windows key followed by the first three letters of whatever you're looking for followed by pressing enter then by the time you get to syn you should have a match.

You can see in the image above the ability to totally disable the touchpad or to disable it when you have a USB mouse plugged in.
