Pavilion x360 13-u138ca
Microsoft Windows 10 (64-bit)

My HP Pavilion x360 13-u138ca started behaving weird with the fan about 7 months ago when the fan started ramping up and down continously in cycles but when I turned the laptop around, it solved itself. Then a while later, the laptop started up with the fan error 90b and the fan was doing the same thing. When I turned the laptop and moved it a bit, it solved itself. But then the issue came back several times and I brought it somewhere where they blew compressed air to the vents. But occasionally the issue came back and it started getting harder and harder to solve. Right now, it has happened again and however I tried, it didn't solve itself. I've read that there might be a need to change the fan, but here in Iran, we can't find laptop fans. Should I just bring it to service, or the chance of needing to change the fan is high? (after a few minutes, the fan cycles becomes shorter and repeatedly ramps up and goes down and sometimes turns off for like 2 seconds)

Edit: Also, there are two vents which I think air should blow out, but air is only coming out from one, is that normal?
