Operating System: Microsoft Windows 10 (64-bit)

I have a HP Spectre x360 that I bought in early 2019. Its fans seem to be on nearly all the time, even if only being used very lightly and it is fairly cool to the touch.

 

More concerning is that I have noticed when it is plugged in to charge, it gets very hot and the fans run loudly all night. Despite the laptop being shut with no programs running. It seems unusual to me that a laptop would overheat and need to run funs just because it's charging. Are there any fixes to this?
