This is not a question but a fix that might help other people. I had a bear of a time getting Doom 2016 (Steam version) to work on my HP Envy X360 Ryzen 5 2500U. Here is what I did to get it to work.

 

I figured out how to get Doom 2016 to work on my HP Envy X360 Ryzen 5 2500U laptop. I can replicate this and this fix always seems to work. I noticed with doom it saves a lot of settings to the cloud so if you have in installed on multiple computers with different hardware it can be very confusing to the game. Here is the trick, you need to put Steam in offline mode. Then go to the drive you installed Doom to look for \SteamLibrary\steamapps\common\DOOM. Once you are there right click on both Doom.exe (DOOMx64vk and DOOMx64) and go to properties click on the compatibility tab and make it compatibility mode Windows 8 and check Run as Administrator on both the normal and vulkan Doom exe files.

 

Next go to C:\Users and look for the user profile with \Saved Games. Once you are there go to Saved Games\id Software\DOOM and delete the Base folder this contains all your config and game save data. Leave this Windows explorer folder open just in case. You might need to delete the base folder again.

 

Now go back to \SteamLibrary\steamapps\common\DOOM and run DOOMx64vk this is the vulkan version of Doom. exe. Now since you are in offline mode and have no save or config data you are tricking Doom to think this is the first time it has run on any computer and it should get you to the disclaimer screen and just hit accept. Behind doom you might get a firewall rule window pop up. I normally just make it work on both private and public networks. After you hit accept it should take you to the selection screen if you want to go on a campaign or do multiplayer. Just go on campaign and start a single player game. Now it should load a game at the very beginning. It might look like it is potato mode but that is okay.

 

Once you have the gun at the beginning when you just start your game you can hit Esc and go into your graphics settings. On this laptop in display settings I would suggest 900p instead of 1080p. Then go to advanced and select medium settings. Once all the settings have been saved Exit to the desktop and go to your DOOMx64vk and DOOMx64 right click on them go to properties then take off the compatibility mode and uncheck run as administrator. Turn Steam back on to online mode and once you run doom it will ask if you want to download your cloud saves or the local saves. At this point it is okay to use the cloud saves. Now you are where you left off on the other computer if you played this previously on a different machine.
