Actually, I'm not looking for help but rather posting this tidbit because it was so hard for me to find the solution....this may help folks who do not have a "fn lock" option on the keyboard.

 

Primary issue:   Action keys unexpectedly stop working (e.g., could only change volume by right-clicking on lower-right audio volume control icon in the taskbar).  Checking BIOS by hitting F-10 at startup shows "Action Key Mode" in BIOS (found under System Configuration tab) is set to "Enabled."  

 

Suspected cause:   I assumed I'd hit some key combination since the issue was out-of-the-blue and I had not done any updates or installs of any kind.

 

Solution:  Various posts (many from HP employees) made suggestions such as restoring the system, installing drivers, re-installing the BIOS, etc. These all failed to solve the issue.  More importantly, the BIOS setting for Action Key Mode is confusing.  When set to "Enabled," the Action keys can still be toggled off (accidentally in my case).  

 

To toggle back to use Action keys by default (and Function keys only by pressing fn + key),  simultaneously press the Windows key with the Backspace key.  On the HP Envy 13T this toggles the Action key functionality On and Off.
