HP EliteBook 8460p - Switchable graphic not working (no Intel device)

Hi, 

I bought Elitebook 8460p with following specs:

- Intel Core i5 2520M (with integrated Intel HD Graphic)

- 16GB RAM

- 256GB  SSD + 320GB HDD in upgrade bay

- ATi Radeon HD6470M

I tried following OS confiugrations:

- Windows 7 PRO x64

- Windows 8.1 x64

- windows 10 x64 (for this I know that switchable graphic is not supported by Intel)

Currently I'm using Windows 7 (but for both Win7 and Win8.1) and I installed all necessary stuff from HP website (drivers / hp programs) and I'm not able to use Intel HD Graphics to increase battery life time. 

Intel HD graphics not appear in Windows device manager (also there is no unrecognized devices), in ATI Catalyst Control Center I'm not able to "set profiles" for high / low performance applications in graphic card context (I had only general PowerPlay options in power section).

In BIOS I'm not able (there is no such function) to turn on / off discrete graphic card (or hybrid).

I tried installing Intel drivers before ATI but I got info that System doesn't meet minimal requirements to complete.
