HP Elitebook 840 G3 Not Charging, wont Power On but shows Power light and Battery Light for 4 secs

Hey Everybody, Was working on the laptop last night when the Battery Low popped up, I connected the charger but no sign of life, I then Shut Down the laptop, unplugged the Charger and removed the battery and Pressed the power button for 60sec.

After that I installed the battery back in and pressed the Power button the Laptop booted as normal shortly indicated the Battery Low pop up. I tried plugging in the charger and still no sign of life then the battery ran flat so the laptop shut it self shut down due to Low Battery.

I repeated the process again, "I unplugged the Charger and removed the battery and Pressed the power button for 60sec," I plugged the charger in without the battery installed ( Battery not connected) the power light turns on (white) so does the battery light (white)  however the battery light flashes Orange (Amber) 4 times (this happens in just 4 Seconds) then nothing , until I unplug and Plug the charger back in then the same thing happens "the power light turns on (white) so does the battery light turns on (white)  however the battery light flashes Orange (Amber) 4 times (this happens in just 4 Seconds) then nothing".

I then Unplugged the Charger and Pressed the Power Button for 60 seconds, installed  the battery ( Low Power 0%) this time I did not plug in the Charger, I pressed the Power button, The battery power light flashed Orange (Amber) 9 times ( which is what happens when the battery is low.

I wanted to find out what might be causing this, and what show I do?

1. If I need to buy a Charger, Why? I mean its indicating power when the battery is not plugged for 4 seconds but won't power on.

2. Buy A Battery, why if it was working and the laptop was on, until it run flat.

Please Help
