Microsoft Windows 11

HP Pavilion 15-EC1073DX laptop running Windows 11.  All drivers updated via Windows Update and HP Support Assistant.  I keep getting momentary stutters/lockups in the screen.  It's like the whole computer just pauses for a split second.  It is most noticeable when playing a video (YouTube, ESPN, doesn't matter the source) - audio does not cut out but video stutters for a split second.  It is not just video tho - if you go into MS Word and type the same letter over and over again, you can see the computer stutter.  Same for if you drag a window in circles.  It happens pretty frequently, every 10-15 seconds or so.  What could be causing this?
